A History Book on Tanzania Politics and Democracy The gradual adoption of multiparty democracy in Tanzania since 1990 has appeared to reflect the rapid transformation of numerous other sub-Saharan African political systems. The origins of Tanzania's political transformation in 1989-90 anticipated these wider changes, and hence may clarify this rapid and enigmatic process. This study is based upon field research conducted in Tanzania in 1989 and 1990, as well as follow-up observations of a thoroughgoing and peaceful process of multiparty democracy that was implemented in subsequent years. Of particular interest in understanding the pervasive and non-violent adoption of this new system is not, as one might expect, the central influence of the world-wide move toward neo-liberal and free-market policies (although these clearly had significant impact), but rather the impact of one political actor functioning in a de facto executive function, former President Julius Nyrere. This idiosyncratic factor complicates our understanding of influence external agents in the wave of multipartyism that affected Africa after 1990
